The interaction of cultures and religions, education and science - a brief afterword to the Sochi Forum for the development and expansion of the SCO 25.04.2016 19:56

International Forum took place in Sochi on April 19-20 devoted to the role of civil society and public diplomacy in the development and expansion of the Shanghai Cooperation Organization. It was organized by the Public Chamber of the Russian Federation and the Institute of the CIS countries.

Quantitative and qualitative composition of the participants was very significant - about 300 participants from 26 countries in Asia were present at the Forum, Africa and Europe. 120 expert reports were presented in plenary sessions and 3 sections: “The world order, security and the fight against terrorism”, “Economics and entrepreneurship. Ecology and protection of the environment”, “Interaction between cultures and religions. Education and Science”.

I, as one of the members of the organization of the forum, was lucky enough to “observe” the work of the third section. The first day, which took place under the “moderation” of the Director of International and Regional Cooperation Research Institute, doctor of historical sciences Bulat Sultanov (Kazakhstan), was quite full of interesting reports. Among them, the greatest interest and attention was caused by the Representative of the Association of Lawyers of Vietnam and Russia Pham Xuan Thanh (Vietnam), who not only spoke, but to everyone’s satisfaction sang several popular songs in Russian. The report also focused on the role of its women and the value in the preservation and development of cultural, material, moral and spiritual values of society”.

No less attention of experts and the leader of section Bulat Sultanov were attracted by the report by Deputy Director of the Institute of Cultural and Natural Heritage. D.S. Likhachev, the candidate of philological sciences Eugenij Bakhrevsky on “Civilizational approach to the state cultural policy in the humanitarian cooperation of the SCO member-states”.

The meeting also included reports of co-founder and International Information Agency chief editor of “Azerbaijan News” Gulnara Mammadzade “PR and integrated media communication in the development of cooperation mechanisms in the framework of the SCO”, of the co-chairman of the Russian Committee for Solidarity with the people of Libya and Syria Oleg Fomin “Damascus combating attempts of ethnoconfessional unity of the Syrian society”, the head of the Central Asia section of the Institute of international relations of the Academy of Sciences of Mongolia Demberel Kohl “Opportunities of the SCO expansion” and others.

On the second day of the forum the morning session was led by a foreign policy advisor Chairman of the Board of Representatives of Indonesia regions Petun Daslani.

Among the reports which caused the greatest resonance and interest, both during the meeting and after it was the report of the Deputy Director of the Institute of Russian-Chinese strategic cooperation, member of the Union of Writers of Russia Andrei Devyatov dedicated to the “Cultural belt of the Great Tea Road”.

Informative and relevant were the reports by the other speakers: the first deputy chairman of the Commission on the development of information society, media and mass communications of the Public Chamber of the Russian Federation Svetlana Yaremchuk on the theme "The role of media in strengthening friendly relations between the SCO member states”, the deputy head of the Department “Modern History and International studies” Institute of history of the Academy of Sciences of the Republic of Uzbekistan Ravshan Nazarov on “Central Asia: historical and contemporary experience of interaction between ethnic groups, religions and cultures”, the expert of the strategic culture Foundation, the chief editor of the website “Scientific society of Caucasian experts” Andrey Areshev on “Intercultural interaction in the South Caucasus: Challenges and Prospects”, of the Public Chamber member, Honorary General of the Republic of Belarus consul in the Russian Federation in Tyumen Vladimir Shugla on the theme “It is easier to overcome the difficulties together”, the leading researcher of the National Center “History and ethnology” of South Kazakhstan state University. M. Auezov, Igor Savin, PhD in history on “Co-operation of ICO in Central Asia and Russia in the interests of optimizing the regional exchange of migration”.

Out of the framework of the official agenda an interesting report of the Chairman of the Moscow National-Cultural Autonomy of Azerbaijanis Agadagasha Kerimov “The inevitability of quality world order changes in order to achieve peace, security and mutual understanding on the general wave of international communication” was presented, which caused a very interesting reaction for me as a Muslim from an expert moderator Pete Daslani. So at the end of Kerimov’s report foreign policy advisor Chairman of the Board of Deputies of regions of Indonesia said that he recently met with Armenian President Serzh Sargsyan and quoted Prophet Muhammad (blessings of Almighty sallam), which reads as follows: “A close neighbor is better than a distant relative”. Petun Daslani asked Agadagash Kerimov to pass on his behalf this saying of the prophet of Islam to the President Ilham Aliyev.

At the end of the session I was approached by the chief researcher at the Center for the Study of the world’s problems of “Xinhua” News Agency Shen Shilyan (China) to provide him with an opportunity to make a speech. His emotional speech in fluent Russian, devoted to cultural scrapie between China and Russia, which were established during the Soviet period, became the best optimistic conclusion to complete the morning session of the section “Interaction of cultures and religions. Education and Science”.

The moderator of the afternoon final meeting was the Extraordinary and Plenipotentiary Ambassador, formerly Minister for Foreign Affairs of the Kyrgyz Republic, Doctor of Political Sciences Alikbek Dzhekshenkulov. There were the following reports: “Actual issues of cultural interaction in the sphere of education and science in the conditions of transformation of the modern world order” (Director of the Institute of International Relations and the World Economy of the International Academy of Business and Administration Aleksandr Zinchenko), “The phenomenon of information terrorism and measures to overcome it” (Leading Researcher at the department of international relations and international Law of the National Academy of Sciences of Azerbaijan Lilija Mirzazade), “Neoarchaic syndrome of network society: problems of cultural adaptation” (leading researcher of theDepartment of interdisciplinary problems of scientific and technological development in the Institute of Philosophy, Doctor of Philosophy, Professor Vladimir Budanov), “Altay - cradle of Eurasian cultures” (a member of the Committee on Culture of the Public Chamber of the Russian Federation Edward Babrashev), “Interaction of religions, national culture, science and education as factors of the world order, economic development and the protection of ecosystems” (President of the Inter-regional Uzbek national groups “Vatandosh” Usman Baratov) and others.

The results of the work of the section during the two days of the forum were highly appreciated and carefully summed up during the closing plenary session of one of the most active participants and moderators of the Chairman of the Council of representatives of the regions of Indonesia power Petun Daslani, who later showed a genuine interest in the development of a long-term cooperation in my face with the Institute of CIS countries.
