Russian President Vladimir Putin signed a decree according to which SCO and BRICS summits will be held in Chelyabinsk in 2020.

"To define Chelyabinsk as the venue for the meeting of the Council of Heads of State of the Shanghai Cooperation Organization in 2020 and the meeting of the heads of states belonging to the BRICS Union," the decree reads.

According to the document, an organizing committee will be established to prepare and ensure Russia's chairmanship in the SCO in 2019-2020 and in the BRICS in 2020. Chairman of the organizing committee appointed Assistant to the President of Russia Yuri Ushakov. The composition of the organizing committee will be approved in a month. The government will have to finance the costs associated with the preparation and support of Russia's chairmanship in the SCO and in the BRICS.

"The Shanghai Cooperation Organization summit, to be held in Chelyabinsk, will help the city become a venue for international business and business forums," said Alexander Kharlov, the official representative of the Russian Foreign Ministry in Yekaterinburg.

According to him, the decision to hold the SCO summit in Chelyabinsk was quite an expected event. At the moment, work is under way to change the image of the city. The authorities want the regional center from an industrial city to become one of the business centers of Russia, where there will be forum events and other major events with the participation of international partners. According to Kharlov, the summit will help achieve the desired goal.

According to the Governor of the Chelyabinsk region Boris Dubrovsky, the administration of the region has been systematically, starting in 2015 is engaged in preparations for the SCO and BRICS summits. The governor has repeatedly said that the solution of infrastructure issues, including, inter alia, the preparation of the hotel fund, will be provided by attracting private investments.

To date, much preparatory work has already been done. The city will have an accomplishment of the Miass embankment, the construction of two new congress centers, a traffic intersection in the center of Chelyabinsk, the creation of a public garden, the construction of new hotels, and the large-scale reconstruction of the airport. All objects are in the project, at the stage of construction or reconstruction.

"The holding of the SCO summit in Chelyabinsk will give an additional powerful impetus to the development of the foreign economic activity of the South Urals," said the president of the South Ural Chamber of Commerce and Industry, Fyodor Degtyarev.

In his opinion, the very visit of the Chelyabinsk region by foreign entrepreneurs will significantly increase the recognition of the region in the global business community. They will be able to get acquainted with the city, its economic and investment potential, lay down its own impressions and outline the prospects for cooperation.

State Duma deputy from Chelyabinsk region Vladimir Burmatov apprehended the decision of the Russian president to hold in 2020 the SCO summit in Chelyabinsk is very optimistic.

"Holding the SCO summit in Chelyabinsk underscores the recognition of the potential of the region and the experience of the Organization in carrying out international events of the highest level, at the same time it is an opportunity to make a breakthrough in the development of infrastructure that will work for the residents of the region for decades," Burmatov said.

It is expected that the summit will be an event that will attract new investors to the region and contribute to the revitalization of business and economic activity.

"For regions that have taken events of this level, such events have always become an incentive to development. The created infrastructure will be used in future to organize and conduct other large-scale events at the federal and international levels”, Burmatov stressed.

The holding of the SCO summit in Chelyabinsk is one of the main initiatives of the regional authorities, the implementation of which over the past few years the region's governor Boris Dubrovsky has been working for. A political event of this level should become an impetus for the development of the entire region. It is expected that by 2020 Chelyabinsk will reach a fundamentally different level in the construction of roads and transport interchanges, hotel facilities, business infrastructure, airport reconstruction, city improvement, environmental problems and many other issues.
