The meeting of heads of government of the member states of the Shanghai Cooperation Organization, held in Sochi, summed up the successful and productive chairmanship of Russia in the Council of Heads of Government (SCP) of the SCO in 2016-2017. During this time, much work was done to strengthen security in Eurasia, deepen economic cooperation and expand cultural and humanitarian cooperation among the member states of the Organization.
In accordance with the agenda of the meeting, the parties discussed actual problems and prospects for the development of the Shanghai Organization, joint actions to promote cooperation within the SCO framework, exchanged views on the current international and regional issues.
The meeting was attended by the Secretary-General of the Shanghai Cooperation Organization, Rashid Alimov. In his speech, he noted that the historic decision of the Astana summit on the expansion of the SCO opened new opportunities for development and enhancement of its potential.
For the SCO, the meeting in Sochi is of historic importance: the meeting of the CST took place in the new format of the G8 for the Organization. "With the reception of India and Pakistan as full-fledged member states, the Organization's locomotive has received additional acceleration," the Secretary General said.
The heads of government presented a report of the SCO Secretariat on the implementation of the Program of Trade and Economic Cooperation over the past year. "In general, the overall trend can be characterized as the consistent formation of an effective system of regional trade and economic cooperation. To this end, during the reporting period, about thirty major events took place on economic and humanitarian issues, "Alimov said.
According to him, the active use of authoritative international economic sites in St. Petersburg, Astana, Vladivostok, Sian and Urumqi contributed to the development of regional economic and trade ties, the promotion of the humanitarian and cultural foundations of international cooperation, and further development of business contacts in Shanghai. So, the first ever SCO pavilion at the International Specialized Exhibition EXPO-2017 in Astana was visited by about 200 thousand people.
In conclusion of his speech, the SCO Secretary-General stated that "the decisions adopted at the meeting of the Council create favorable conditions for filling the main lines of trade, economic and cultural-humanitarian cooperation with concrete content."
During the period of Russia's chairmanship in the SCO SCP, the most important document - the Agreement of the Member States on the creation of favorable conditions for international road transport - opened, which opened new opportunities for cooperation in transport, qualitatively new development of regional infrastructure, mobile logistics centers and transport hubs.
The active work on developing the interaction between the SCO and the UN continued. A significant event was a joint high-level event of the SCO and UNESCAP on the problems of regional transport interconnection, which was held on November 23 in Bangkok. High representatives of the countries of the Asia-Pacific region took part in it. The event demonstrated the growing interest of the APR countries in developing cooperation with the SCO.
Following the results of the 16th meeting of the Council of Heads of Government of the SCO member states, a number of documents were signed: On the report of the SCO Secretariat on the implementation of the program of multilateral trade and economic cooperation of the SCO member states; On the SCO financial report on the implementation of the SCO budget for 2016; On advance payments of the SCO member states to the SCO Working Capital Fund; On the SCO budget for 2018; On the staffing table of the SCO Secretariat; On the staffing table of the executive committee of the regional antiterrorist structure of the SCO.
The final document of the meeting of the heads of government was a joint communiqué that reflected the coordinated approaches of the member states on the topical issues of the modern development of the world economy, defined the priorities for further deepening trade, economic and humanitarian cooperation within the SCO framework, and evaluated the work done over the past period.
The heads of state called the further strengthening of the SCO as an effective, fully-fledged regional organization aimed at active participation in shaping a polycentric model of the world order that is more equitable and in accordance with the interests of each and every country, promoting the process of democratization of international relations, creating an effective global and regional architecture of security and cooperation, the formation of a community of a single future for humanity ".
The proposals and initiatives of the heads of delegations that were heard during the meeting of the Shanghai Cooperation Organization (SCO) will form the basis for further steps to develop and strengthen trade, economic, cultural and humanitarian cooperation.
In accordance with the Charter of the Shanghai Cooperation Organization, the Chairmanship of the Council of Heads of Government of the SCO member states for the coming period passed to the Republic of Tajikistan. The next meeting of the SCO SCP will be held in autumn 2018 in Dushanbe.
