On September 20, 2019, the active phase of the Center-2019 strategic command and staff exercises (SCSE) in the Orenburg Region from the command post at the Donguz training ground was watched by the presidents of Russia and Kyrgyzstan, Vladimir Putin and Sooronbai Jeenbekov, as well as Russian Minister of Defense Sergey Shoigu, and also by the heads of delegations, defense ministers of the member states of the Shanghai Cooperation Organization and the CSTO.

The maneuvers that started on September 16 involved about 130 thousand military personnel, more than 20 thousand weapons and military equipment, about 600 aircraft and up to 15 ships and support vessels from Russia, China, Pakistan, India, Tajikistan, Uzbekistan, Kazakhstan, Kyrgyzstan.

The exercises are led by the Chief of the General Staff of the Armed Forces of the Russian Federation, Army General Valery Gerasimov.

According to legend, a coalition anti-terrorist group of troops of the Russian Federation, China, Kyrgyzstan, Tajikistan, India and Pakistan was formed in the Orenburg direction to repel the aggression of illegal armed groups and prevent the spread of terrorism.

The second combined arms army of the Russian Armed Forces, defending for 12 days, switched to "firmly holding the defense at the occupied line in conjunction with the divisions of the mixed brigade of the People’s Republic of China."

The massive backlash of the coalition led to the defeat of the enemy and the restoration of the situation on the state border on the 10th day.

The largest representation in the exercises belongs to the People's Liberation Army of China (PLA), which deployed 1,600 troops, more than 300 units of weapons and military equipment, as well as about 30 aircraft and helicopters.

During the exercises, the largest joint parachute landing in their history was carried out - 80 Il-76 aircraft landed 1,500 troops and more than 200 pieces of equipment. For the first time, Chinese pilots on Y-9 and Il-76 aircraft took part in the landing of cargoes. Chinese J-11 fighters, JH-7a fighter-bombers, H-6k long-range bombers and Z-10 helicopters were involved.

It is worth noting that this is not the first such large-scale action of the military of the two countries this year. So, on July 23, the Russian Aerospace Forces and the PLA Air Force aircraft conducted the first joint air patrol over the waters of the Japan and East China Seas.

Beijing’s readiness, together with Moscow, to implement the agreements reached by the heads of state and to deepen the development of military ties between the two countries was discussed at the talks held in early September between Russian Defense Minister Sergei Shoigu and a member of the Politburo of the CPC Central Committee.

Shoigu then emphasized that "the positive dynamics of military and military-technical cooperation reflects the special, trusting nature of bilateral relations."

Thus, the development of Russian-Chinese ties in the military-political sphere is becoming an increasingly visible phenomenon in world politics/

SCSE "Center-2019" demonstrated the viability and potential of the CSTO, the level of interaction within the SCO, confirming the growing level of military-technical cooperation between the Russian Federation and China.

According to the Deputy Minister of Defense of the Russian Federation Yunus-Bek Yevkurov, all the objectives of the exercises have been achieved.
