Russia and China: common values and interpenetrating modernization« Back
July 5, 2017 in the territory of Beijing Oil University in the course of a public speech by A.V. Posadsky (Professor of the Smolny Institute of the Russian Academy of Education, representative of the Association of Orthodox Experts) presented his vision to Chinese government officials, entrepreneurs and professors about the need for deepening Russian-Chinese dialogue and cooperation on the basis of traditional historical values inherent in both countries. First of all, one is talking about the Orthodox and Confucian block of values that are deeply contiguous in the ethical dimension.
A.V. Posadsky stressed that Russia and China can develop a joint strategy of value development and interaction, and thus resist the challenges of unipolar globalization. Such a strategy should have as its foundation the positioning of Russia and China as exemplary cultural powers and states-civilizations leading a standard cultural dialogue. In his opinion, our states are capable of deep interaction, as well as of value and moral unity.
In the context of such a strategy, Russia and China can be represented not simply as sovereign state entities, but also as continuously interacting cultural worlds, demonstrating in the course of deep interaction to the whole world a globally significant value resource, and therefore able to effectively counter unipolar globalization that destroys traditional culture . the theses of A.V. At present, Russia and China have reached an unprecedented level of cooperation. First of all, we are talking about strategic economic and technological cooperation. The economic and technological privileged partnership between Russia and China needs a solid foundation - a strategic value approximation. Today, the imperative of Russian-Chinese cooperation is the realization of a common value platform as a source and resource for joint development. Awareness of the rootedness of economic and technological cooperation between Russia and China in the space of common values, the development of Russian-Chinese relations as a moral union between peoples not only can bring Russian-Chinese cooperation to a new content level of strategic depth, but also become the basis for joint moral leadership in this century.
The Union of Russia and China should be on the foundation of value and ethical closeness, on trust and close moral principles. It should be normative, go from public life, from values and morals. It should not be narrowly pragmatic. Today, the importance of normative factors is growing in the formation of the union of Russia and China. It is strategically important to agree on the moral foundations of our interaction, which serve as the basis for all other treaties between peoples. It is strategically important to gain a common space of moral understanding.
It is important to entirely reveal value the proximity of the two countries. It is important to develop the idea of value, moral proximity of the two countries not only from the States. It should be not only part of public policy, but to develop from the social environment. It must develop from the community. It is extremely important the formation of a joint Russian-Chinese public humanities projects. It is important the convergence of humanitarian and expert communities of the two countries. These communities must develop a common conceptual, axiological and moral language, common responses to current challenges. We are not talking about formal conferences, but about revelation of the general moral and value positions in cross-country communication and international space. It is necessary to create a single moral and value Russian-Chinese space, a shared life-world, acting as the Foundation of all forms of interaction. A common moral language, a common value world – that is the essential priority of the cooperation of Beijing and Moscow.
Russia and China are the countries of the deepest moral culture. Chinese civilization can be described as a civilization of deep spiritual and moral search. Moral searches are the life principles of Chinese civilization. Chinese culture is characterized by paneticism. It is focused on ethical issues, the issues of building a moral society and the state. And we are talking about the desire to develop the principle of global, all-human ethics. Confucianism is concerned with the question of the true foundations of social life. Public is viewed in Confucianism as moral. Social life is based on moral laws. It is regulated by moral examples, rules, beliefs. The policy of the state is considered on the basis of moral principles. Governance of the state implies the development of morals. The art of management is moral art. It is associated with the availability of role models and the process of improvement. Chinese culture is the culture of high moral ideals. Chinese culture is an ethical system that provides the basis for stability, peace and harmony.
Paneticism is inherent in Russian culture. It is inherent in the Russian civilization. The moral dominant of Russian culture was formed under the influence of Orthodox spirituality, which was always guided by the ideal of moral perfection of man and the universe. It is in the sphere of moral search that Russian and Chinese cultures come into contact. It is here that their deep intimacy, kinship, common spiritual language is obvious.
China and Russia are peacekeeping, peace building civilizations. They are united by a deep historical memory, respect for history and traditions. They are united by the presence of moral dominants in cultural and civilizational life. China and Russia have every reason to unite in the name of the common cause - the transformation of the cosmos, the development of science and technology based on the great cultural traditions, the moral values contained in them. It's about the project of transforming the world, not just with the preservation of the spiritual heritage, but with a look at the spiritual heritage as a source of development of the modern world. The spiritual heritage of Russia and China can and must become a source of modern transformational development.
Today, Russia and China are implementing projects of sovereign modernizations. Without modernization movements, our countries do not preserve themselves in the modern world. We are talking about coordinated modernizations, modernizations, which embody the strategic interaction, the modernizations of intersecting, interpenetrating, open to each other. This interpenetration contributes to the intensification of the movement of the modernization processes of the two countries. With the preservation of technological sovereignties, common fields of modernization, common spaces of the modernization movement of Russia and China are formed. It is important to note the common environmental responsibility, the need to jointly solve the problems of environmental security. Solving the issues of environmental security together is impossible without formulating a common understanding of environmental ethics, common moral approaches to man and the world.
When considering environmental problems, it is important not to fall into the trap of post-industrial society theories. These theories are aimed at restraining the technological and scientific development of countries and peoples, they are exported for the purposes of neocolonial policy by Western countries, and they are aimed at demodernization, de-industrialization of countries and peoples. The solution of environmental problems today is possible through hyper industrialization - the further development of science and technology, the most advanced intellectual technologies. The solution of environmental problems should be within the framework of a hyper-industrial technological order. Hyperindustrial development is impossible without taking into account the environmental factor. And here the theory of ecological modernization is important, meaning ecologically oriented modernization, a combination of economic growth and rational development of industry based on the ecological imperative. Ecological modernization can be defined as superindustrialization, synchronizing economic growth with the improvement of the natural conditions of life, connecting the growth of the economy and the growth of ecological well-being. Environmental modernization is aimed at the formation of environmentally efficient industry, the combination of environmental and economic rationality, the ecologization of the industry, the minimization of environmental risks.
