19-20 April 2016 in the city of Sochi (the hotel "Radisson Lazurnaya", Sochi, 103 Kurortniy Prospect) will take place the International Forum "On the second track. The role of civil society and public diplomacy in the further development and expansion of the Shanghai Cooperation Organization".

Needs of progress and sustainable development, on the one hand, large and small crises of the modern world, on the other, bring to the forefront the need of search and support a variety of models of international cooperation and collaboration. Serious hopes of civil society in Russia and other Eurasian states are reliant on the rapidly developing and expanding Shanghai Cooperation Organization (SCO).

The interest of scientific, public and business communities of Russia to discuss prospects of the SCO prompted the Civiс Chamber of the Russian Federation as their authorized representative at societal and domestic level, to put forward an initiative together with the CIS countries Institute to hold the International Forum. Forum will be held with support from the Ministry of Foreign Affairs of the Russian Federation, the Krasnodar Krai Administration, the Administration of Sochi city, PJSC "Gazprom", State Corporation "Rostec", PJSC "Aeroflot - Russian Airlines".

During the two days of plenary and breakout sessions 300 participants of the Forum will discuss the possibility of expanding cooperation, both within and outside the framework of the SCO.

Executive Secretary of the Forum - Konstantin Zatulin, Head of the Working group of the Civiс Chamber of the Russian Federation on Eurasian Integration and Support of the SCO, Director of the Institute of CIS countries.

Lomonosov Moscow State University Vitaly Tretyakov; Head of the Centre for East Asian Studies, School of International Studies, Jawaharlal Nehru University, Professor Shrikantkh Kondopalli (India); Professor of Moscow State Institute of International Relations at Russian Ministry of Foreign Affairs Andranik Mihranyan; Director of Research Institute of International and Regional Cooperation at the Kazakh-German University, formerly director of Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (2005-2014) Bulat Sultanov (Kazakhstan); experts, public persons, researchers and journalists - representatives of member countries of the Shanghai Cooperation Organization, observer states at SCO, partner countries in dialogue and promising for the organization states, including 100 foreign participants from 23 countries in Europe, Asia and Africa.


Within a framework of the Forum work will take place in three sections:

  • "World order, security and fight against terrorism";
  • "Economics and Enterprise. Ecology and preservation of the environment";
  • "The interaction of cultures and religions. Education and Science".
