SCO as a project of the future "Great Eurasia"« Back
While the world watched with interest, and then rushed to discuss the vicissitudes of Brexit, concerned with possible disintegration of the European Union, on the other end of Eurasia, the SCO heads of states were engaged in what continued to design the future of their countries and peoples - continued the way to building the Eurasian integration in safety. That is - the prospects for the development of Europe and Asia become a divergent path in different directions.
For nearly the entire territory of the Asian continent is involved in a project of the Shanghai Cooperation Organization (SCO). With the exception of the groups of the countries in the Middle East and Southeast Asia is obvious plus Japan and the Republic of Korea.
In the Arab East today is not to integrate – it high time to clean up the debris of the "Arab Spring". And in Southeast Asia the idea of the One Asia has not yet received adequate attention - I know this because had a talk in the past year with a number of diplomats from the region - fear there of Chinese growth, do not dare to escape from under the American influence, believing that we need them "umbrella security "(Made in USA).
Major US allies in Asia - Japan and South Korea have also not expressed the desire to get involved in the cause. Because there is a clear command from the ocean - "Do not enter!" But, you see, a few years later, when the Americans will have no time to deal with Asian issues, and the two largest economies will unfold in the direction of the SCO. Here, in fact, not as in the European Union - no Brussels bureaucracy clan, which indicates that "it is possible" and what is not.
India and Pakistan are the countries which are not alien to Washington, for a long time they looked closely at the SCO and now part of it - there are some formalities, and at the next summit in Kazakhstan, the head of New Delhi and Islamabad will already have full-fledged powers.
During last15 years that have passed since the establishment of the SCO, an impressive work has been done of turning "deliberative platform for cross-border issues" - which began with the agenda of the Organization - in a powerful union of the countries of Eurasia, which has already formed a queue of wanting to "fit in". And a picture emerges today: SCO member states: Kazakhstan, Kyrgyzstan, China, Pakistan, Russia, Tajikistan, and Uzbekistan (in the next year, "six" will increase to "eight" by India and Pakistan. The dialogue partners: Armenia, Azerbaijan, Cambodia, Nepal, Turkey, Sri Lanka. Observer states: Afghanistan, India, Iran, Mongolia There are countries that have applied to participate in the SCO format: Bangladesh, Syria, Egypt, Israel.
The total area within the countries of this movement is more than 34 mln km², which is 60% of the territory of Eurasia. The total population of the countries of the different formats of the SCO is 3 bln. 40 mln. people (2015), it is - half the world's population. There - four countries in the SCO with nuclear weapons. Total GDP is estimated at about $ 30.
Noting that Iran, from which the sanctions were lifted by the UN Security Council, will be admitted to the ranks of the SCO for the passage of the necessary procedures. This was clearly stated at the recent summit in Tashkent. It was also announced that Syria, Egypt and Israel also wish to join the Shanghai Cooperation Organization,
So, in the EU - the mood is close to a divorce, and from the East, meanwhile, raises mass format worth of a half of population.
Such prospects of Asian consolidation, of course, do not delight our Anglo-Saxon partners. The "Great Game" in Asia, instigated by Britain against Russia 200 years ago, will not end, apparently. Get rid of bearing down "European commitments", London is sure to be back in the "Great Game", from which it was released temporarily after the Second World War. The Queen cannot be "delighted" to see how her former colonies and territories under the control of the power to grow and seek the common objective of development. This is from a British perspective is not comme il faut.
It is no accident in Central Asia the emissaries of the Anglo-Saxons emerge, and not by chance they do not want to withdraw from Afghanistan (who owns the "Heartland" - he owns the world, by definition of a British reconnaissance and geo-strategy Mackinder). So it is no coincidence in the region crisis situation is breaking out - one of them (attempt of an armed rebellion with far-reaching objectives) happened in Kazakhstan on the eve of the recent SCO summit.
Moreover, today it is done "by other hands" - there are local activists who, keeping the word and the money, prepare and send "on the case". The practice has been worked out. And in London, and Washington one is well aware that, in response to "strike at the headquarters," no one will.
Experts write that "the American elite unknowingly helps the Eurasian integration. Russia and China have already started talking about the close military cooperation in the fight against terrorism, extremism and separatism." Behind this is, apparently, a common desire to resist the power of the Euro-Atlantic attempts to destabilize the internal situation in Asia. We see the same as being made constant attempts to "democratizers" to undermine stability in Central Asia, as well as to "shake" China from the Xinjiang Uygur Autonomous Region. Yes, this "work by other hands" - today by the hands of Islamists prepared by the CIA, along with a number of Middle East intelligence services - must, according to their idea, the tendency to undermine that growth in Asia to format entirely new future. A future where the world center of power moved to the western shore of the Pacific Ocean, in other words - to Asia, leaving the coast, first in Europe and then the US.
As the sun moves on the Earth Force, and in this new era to be the center - in Asia! Because so Anglo-Saxons were agitated. Because London and unties her hands from the European crisis worries. For Hillary Clinton, US Secretary of State while still wrote his programmatic article "America's Pacific Century", pointing to the important US interests in the rapidly rising regions of the planet.
Therefore, talk is heard louder that the future Centre must be protected, and the system of collective security in Asia can only protect, the prototype of which it is impossible not to see in the face of the SCO.
In Tashkent, in the discussion of this issue swas attended by President of Kazakhstan Nursultan Nazarbayev, the President of PRC Xi Jinping, President of Kyrgyzstan Almazbek Atambayev, Russian President Vladimir Putin, Tajik President Emomali Rahmon, President of Uzbekistan Islam Karimov. Representation was quite impressive. The presence of the messenger Guest SEA - there is clear evidence of the growing interest in the integration.
At this summit security issues were given special attention. The text of the "Tashkent Declaration", adopted at the summit, said: "Member States noted the importance of the progress made on the basis of the Tashkent summit on cooperation in security arrangements". The document was volume, and the term "security" is used in it two dozen times. Necessary security including China for the grand plan to revive trade corridor to Europe across Eurasia, which in China is called "The Silk Road Economic belt".
On its route - offshore and onshore - there are several crisis points (the Middle East is worth of something!). The Chinese, though, and not just a partner, but life forces them to focus on the most secure of all the roads in Europe - through the territory of the Russian Federation. Moreover, its role can play Mongolia wishing to join the grand project. In the SCO summit, the leaders of Russia, China and Mongolia held a separate meeting, discussed the prospects of "transport and economic corridor" through Mongolia.
At the meeting it was discussed emerged in recent painful question of the fate of Lake Baikal. The fact that Mongolia has plans to build a hydroelectric power station on the Selenga River, which flows into the lake. According to experts, the dam will block the usual flow rate of water, which will affect the ecology of Lake Baikal. Therefore, Vladimir Putin expressed concern the consequences of the construction of the HPP. He offered to compensate the electricity deficit in Mongolia by increasing Russian exports of electricity.
In Tashkent other leaders solved cooperation issues. "We are ready to be" western gate "of the organization, - said President of Belarus Alexander Lukashenko, noting that Belarus - the only European country in the SCO with observer status He assured that the SCO countries can count on the support of Belarus in all matters.
The final accession of India to the SCO as a full member will be beneficial to all participants, Prime Minister of India, Narendra Modi: "India is no doubt will benefit from the potential of the SCO in energy, natural resources and industry, in turn, a strong economy of India and its large market can become a driver of economic growth in the SCO region. Opportunities of India in trade, investment, information and communication technologies, aerospace industry, science, agriculture, and health, small and medium-sized businesses can provide economic benefits to the SCO countries". The Prime of India noted that the partnership" will protect our societies against threats from radical ideologies hatred, violence and terrorism". Then Modi said the geopolitical scope of the SCO: the entry of India border of the organization "will stretch from the Pacific to Europe and from the Arctic to the Indian ocean".
During the summit, important meeting between two giants neighbors - China and India was held, whose relations, thanks to the formats of the SCO and BRICS are becoming more trustworthy (by the way, the SCO format can make a positive note, and in the relationship between India and Pakistan, which until recently were far of neighborly).
Xi Jinping and Narendra Modi held a working meeting, and exchanged views on regional security and bilateral relations.
"We have the aim to strive for China and India should strengthen practical cooperation in such areas as trade, transport, energy, information technology and environmental protection", - said the leader of China. "India is ready to join efforts with China to strengthen cooperation in various fields and strengthen bilateral coordination on regional and international issues," - said the Prime Minister of India. He emphasized that "India is ready to properly handle existing problems in relations between the two countries."
That's what makes the SCO format.
The position of Russia. Vladimir Putin, speaking at an enlarged meeting of the Council of Heads of Member States of the Shanghai Cooperation Organization, in particular, said: "We have gathered in the anniversary year For 15 years the Organization's credibility has considerably increased, increased its influence on regional processes, and Russia considers cooperation within the SCO as one of the priorities of its foreign policy. Of course, the main direction of the overall activity is the provision of security in the SCO space. It is necessary to further strengthen the potential of the regional anti-terrorist structure, improve the coordination of law enforcement agencies within the UN and other international organizations to accelerate the preparation of the draft convention of the SCO to combat extremism, update the anti-drug strategy and the program for its implementation, strengthen the legal basis for cooperation in the field of information security".
Vladimir Putin stressed that special attention should be given the situation in Afghanistan. "It is important, together with Afghan partners to strengthen opposition emanating from the territory of the country to threats of terrorism and transnational organized crime, working to combat drug production and trafficking, to help Afghanistan towards national reconciliation and economic recovery".
Another important component of the SCO, Russian President said the development of close economic cooperation. "We must continue to remove barriers to trade, movement of capital and labor, to deepen industrial and technological cooperation, to build a production chain, the overall transport infrastructure", - said Vladimir Putin.
Good prospects in this connection are opened with the start of negotiations on the conjugation of the Eurasian Union and the Chinese "The Silk Road Economic belt". "I am sure that the connection to the integration process of the SCO and the CIS countries, would be a prelude to the formation of a large Eurasian partnership. Successful implementation of multilateral economic projects on the lines of the Organization could contribute to the development of financial institutions. I mean, first of all, Eurasian Bank, the Asian infrastructure investment Bank and New Bank of BRICS", - said Vladimir Putin.
