Fund “Clean Seas” took part in the International Forum of the SCO« Back
IEF “Clean Seas” took an active part in the International Forum “On the second track. The role of civil society and public diplomacy in the further development and expansion of the Shanghai Cooperation Organization” held from 19 to 20 April 2016 in Sochi.
In the framework of the “Economics and Entrepreneurship. Ecology and the environmental protection” section the Foundation head Vasiliy Bogoslovsky presented a report on the prospects of development of international cooperation in the field of environmental protection of the Caspian Sea.
In his speech, he drew attention to the issues of environmental nature that have been raised at the XIII Meeting of the Council of Heads of Government of the SCO Member States. Also in the SCO Development Strategy until 2025 the creation of the concept of cooperation of the SCO in the sphere of protection of environment of the Member States and its implementation action plan is approved.
In this regard, the environmental problem of the Caspian Sea, which is a key target of the new Silk Road, requires cooperation of all the SCO member countries without exception. Acknowledging the Convention on the Protection of the Marine Environment of the Caspian Sea fundamental international legal act, a fund manager noted the special role of civil society in the implementation of the provisions laid down in the agreement.
- The need for strict compliance with protocol standards and the limited composition of the participants do not allow increasing the number of official meetings on the implementation of the provisions of the Tehran Convention. In this regard, the active position of civil society should be a tool for solving problems set high-level meetings, as well as to influence the formation of the agenda of such events, - V.V. Bogoslovsky said.
Among the participants of the forum particular interest was called to such projects as the Foundation as an international ecological forum “Caspian Day” and “Green Caspian standard”. The head of the Foundation presented the results of the first project, and the relevance and timeliness of the second. The event with international participation of “Caspian Day” which took place on August 12, 2015 in Astrakhan became the largest environmental projects in the region, focusing public attention on environmental issues. Participation in the “Day of the Caspian” was attended by representatives of all the five Caspian countries - Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan. Division of the event into 4 clusters (environmental, business, cultural and educational) has solved the relevant objectives in each area.
On the second presented project at a forum in Sochi participants, were primarily interested in the nature of questions (dispositive or imperative) and the adoption of norms and principles of the mechanism of the “Green Caspian standard”. Presenting the main provisions of the Standard V.V. Bogoslovsky stressed that the accession of economic entities to the project must and will take place on a voluntary basis. This will significantly increase the level of environmental and social responsibility of business in the Caspian Sea.
At the end of the section meeting Russian and foreign Forum participants expressed their support for projects submitted by V.V. Bogoslovsky and wished to continue the discussion on the issues of development and implementation.
