Economic cooperation within the CIS was discussed by experts of the Commonwealth countries« Back
Video conference Moscow-Astana-Baku-Bishkek-Yerevan-Minsk on the theme: "Economic cooperation within the CIS: current state and prospects" was held on Tuesday. It was held to the 77-th meeting of the CIS Economic Council, which was held on March 2 in Moscow.
The Economic Council of the Commonwealth of Independent States is the main executive body ensuring the implementation of agreements adopted within the framework of the CIS, decisions of the Council of Heads of State and the Council of Heads of Government of the Commonwealth on the formation and functioning of a free trade zone and other issues of socio-economic cooperation.
This time the agenda will include a wide range of issues of interaction of the CIS states in the economic sphere. It is expected that draft agreements on free trade in services, on the formation and development of the intellectual property market of the Commonwealth states, on the dissemination of documents on interstate standardization will be considered. Within the framework of the forthcoming event, the protocol on the opening of the public procurement market within the framework of the commonwealth will be discussed two years ago.
During the video conference, experts discussed the agenda of the meeting of the CIS Economic Council, current areas of cooperation and prospects for projects.
Director of the Department of Economic Cooperation of the CIS Executive Committee Andrei Kushnirenko spoke about the upcoming meeting of the Economic Council of the Commonwealth. According to him, the meeting participants at the level of vice prime ministers and ministers will discuss the progress of negotiations on signing an agreement on free trade in services between the countries of the Commonwealth. The expert believes that it will be decided to raise the level of actual negotiations to the level of ministers. According to Kushnirenko, this will give impetus to the negotiation process.
The Director-General of the Business Center for Economic Development of the CIS, Vladimir Savchenko, recalled that this year the CIS is chaired by Tajikistan. "Therefore, as business people, we draw attention to the priorities of the concept of Tajikistan's chairmanship. In this country only 10% of the territory is suitable for agriculture. For this state, the issue of energy and water resources is acute. Tajikistan is one of the initiators of the Decade of Water Resources, which is now being brought to the attention of the United Nations. Naturally, Tajikistan, Uzbekistan, Kazakhstan and Kyrgyzstan face the issue of establishing a power line with Russia. We are talking about making a single power line and bringing it to Afghanistan and other countries",Savchenko said.
Elshad Mamedov, a member of the video bridge from Baku, Doctor of Economics, professor of the Azerbaijan State Economic University, told about other problems of the economies of the CIS countries.
"The economies of the former Soviet Union states face the same challenges. I think they are connected with the fact that the formation of a qualitatively new technological order is observed in the world economy, and the economies of our states risk being on the sidelines of the development of this economic structure, "Mamedov said. In his opinion, the countries of the Commonwealth should deepen economic cooperation.
Mamedov explained the reason for the similarity of the economic problems of the CIS countries. "The destruction of the ties of large production associations damaged the national economies of all countries of the former USSR. The destruction of ties between large industrial associations, which were dispersed throughout the USSR, led to a decrease in the gross domestic product in the post-Soviet space, up to two times, "the expert said. In his opinion, this led to difficult results for the national economies of the countries of the former USSR. Mamedov stated the similarity of the problems and challenges facing the economies of the CIS countries at the present time.
Mamedov noted that due to different resource base during the sovereign period, the economies of the post-Soviet countries were developing in different formats. "Today we came to the fact that we face common challenges. This is primarily due to the fact that the formation of a qualitatively new technological order is taking place in the world economy", he said
The expert considers it necessary to deepen economic cooperation between the CIS countries. "It is impossible to delay this process, as deepening economic cooperation would allow intensifying the movement of goods and services," he said. The expert suggested that the CIS countries develop a common strategy for the development of economies, for which, in his opinion, it is necessary to establish a scientific advisory council.
This year, the priority direction of cooperation within the framework of the Commonwealth of Independent States will be economy, security and humanitarian cooperation.
