International Forum “On the second track. The Role of Civil Society and Public Diplomacy in the further development and expansion of the Shanghai Cooperation Organization”, held in Sochi, gathered representatives from 26 countries - eminent experts in international affairs, academics and public figures. It was initiated by the Public Chamber of the Russian Federation and the Institute of the CIS countries. A member of the Public Chamber of Russia and Bashkortostan Shamil Gantsev made a speech at the Forum. He became a member of the working group for the Public Chamber of the Eurasian integration, as well as the development of the SCO and other institutions of international cooperation as a member of the Commission on the development of science and education.
Shamil Gantsev elaborated on one of the forms of innovation - technological parks, taking “Skolkovo” as a basis.
"We all understand that the quality of life and well-being depends on the technology and innovation of the state status and its main priorities. I made a proposal for the establishment of international technology parks of the SCO countries. The emergence of such innovation centers has two main objectives: to overcome the global scientific and practical problems and investment issues - he said. - Ufa Declaration of the SCO countries in 2015, provides for the development of innovative projects, therefore the Sochi forum declaration I regard as the deepening of this document”.
The Sochi Declaration implies that the participants expressed “its support for the development of multilateral cooperation among peoples and states in the “heart of the world” - Eurasia. Such cooperation could and should be aimed at peaceful coexistence, economic growth, preservation of traditional cultures and respect for freedom of belief and the practice of religion”.
They supported the idea of regular meetings between the supporters of the Eurasian integration and development of the SCO in Sochi, hereinafter referred to as "the Sochi initiative", and announced conduction of a permanent forum of public organizations of the international dialogue.
As previously reported, the International Forum is held to exchange views and expertise of the scientific community in Russia, China, India, Pakistan, Central Asia and other countries on how to develop the Shanghai Cooperation Organization in order to strengthen regional security and solving the most complex socio-economic problems.
